"I am committed to winning this November and I look forward to a spirited conversation with residents about issues that concern us and ways we can bring better leadership to city government," said Toohey, a former member of the Haverhill School Committee and a former Haverhill representative to the Whittier Regional Vocational Technical High School School Committee.
There are now three candidates running in the special election to fill the seat being vacated by longtime state Rep. Brian Dempsey.
